I've been trying to have my looped macro start at random times within like 10-15 minute intervals.

Could someone help me do it?

One way to do it could be to delay the start time with a random wait interval.

Consider this macro code:

1 | RUN ACTION | WAIT MINUTES | %RANDOM_10-15%

4 | 2467 | 283 | 10 | Mouse Movement

This short macro makes use of the 'WAIT MINUTES' action condition (www.turnssoft.com/conditions.html#wait) to wait a random time between 10 and 15 minutes using the %RANDOM% variable (www.turnssoft.com/conditions.html#random_integer_variable).
